What private jet charter taxes and fees changed in the USA for 2026?
Update the inflation-adjusted passenger amounts, but do not apply one tax formula to every access model. IRS Revenue Procedure 2025-32 specifies the following calendar-year 2026 amounts. (irs.gov)
| Federal tax component | 2026 amount | Important qualification |
|---|---|---|
| Domestic segment tax | USD 5.30 per passenger per taxable segment | Not a single charge per aircraft |
| International air travel facilities tax | Generally USD 23.40 per passenger | Applies under the relevant international-transportation rules |
| Specified Alaska/Hawaii amount | USD 11.70 per passenger | Special departure treatment; not a universal surcharge on every such itinerary |
The separate percentage tax is 7.5% of amounts paid for taxable transportation. IRS guidance includes waiting time and deadhead aircraft movement among charges that can form part of those amounts; a line labelled “repositioning” is not automatically outside the tax base. (irs.gov)
How should the quote-comparison template handle this?
Illustrative calculation only—not a live quote or a determination of taxability: assume USD 40,000 is entirely subject to the percentage tax, eight taxable passengers each take two taxable domestic segments, and no exemption applies.
| Calculation | Amount |
|---|---|
| Assumed taxable transportation | USD 40,000.00 |
| Percentage tax: USD 40,000 × 7.5% | USD 3,000.00 |
| Segment tax: 8 × 2 × USD 5.30 | USD 84.80 |
| Illustrative total | USD 43,084.80 |
The arithmetic illustrates how the cited rates interact under stated assumptions; the supplier must confirm the actual taxable base, passengers, segments and treatment. (irs.gov)
Add these fields to a private jet charter quote comparison template:
- Taxable transportation amount and its included charges.
- Passenger and segment assumptions.
- Tax included, excluded or unresolved.
- Person responsible for collection and corrections.
- Treatment of itinerary changes and cancellations.
- Treatment of prepaid funds used in a different calendar year.
Why do fractional and managed-aircraft invoices need a separate review?
IRS guidance provides a distinct fuel-surtax framework for qualifying fractional programme aircraft. It also describes an exemption for certain owner-paid aircraft management services, while warning that substitute-aircraft flights can require tax and allocation. These are reasons to obtain model-specific treatment—not to copy an on-demand-charter calculation across every invoice. (irs.gov)
For an aircraft-management renewal, request separate reporting for the owner’s aircraft, substitute aircraft and unrelated charter purchases. For a jet card renewal, request the provider’s written treatment of deposits, flight deductions and subsequent tax adjustments.
2027 limitation: this research did not verify the next calendar year’s indexed passenger-tax amounts. Do not silently carry the 2026 figures into a 2027 approval model; mark them as unresolved until confirmed from the applicable IRS publication.
