Liftbrief / Scorecard
What mission brief should every supplier receive?
Score competing proposals against the same brief. Freeze the essential requirements before evaluating suppliers; record subsequent changes rather than quietly moving the criteria to favour a preferred bid.
| Field | Required buyer input |
|---|---|
| Decision | Single trip, recurring charter panel, programme purchase or renewal |
| Route | Airport codes, acceptable alternatives, each leg and ground-transfer endpoints |
| Timing | Local dates and time zones, departure flexibility, required arrival at the final destination |
| Travellers | Passenger count, functional boarding needs and required cabin configuration |
| Baggage | Number, dimensions and approximate weights; equipment, golf bags, instruments or pets |
| Operational tolerance | Acceptable fuel stops, aircraft substitutions and airport changes |
| Disruption tolerance | Latest useful arrival, acceptable overnight stay and fallback options |
| Financial limits | Target expenditure, approval ceiling and maximum prepaid exposure |
| Programme demand | Actual historical missions plus expected changes, peak-date travel and simultaneous-aircraft needs |
| Governance | Organiser, budget signatory, risk reviewer and authorised recipients of itinerary information |
For the research file, use passenger counts rather than identity documents. Provide operationally required passenger information separately through the supplier’s approved process.
